Index of Names and Organizations (Cross-Reference Index for the Philippines Information Document Set)

As of 2026-09-08 · Updated 2026-09-08 · Section: Culture, Religion & Language · 日本語版

0. How to use this index

This is not a document meant to be read but one meant to be looked up. It lists the people and organizations that appear across this document set (187 .md files in total, including 125 in the 04_Information Compilation folder. Re-measured in the second-round verification of 2026-08-26. 注New material is added on an ongoing basis, so do not treat this as a fixed count. The earlier figures "174 total" and "121/182" simply reflect counts taken at different points in time) in a form that shows which document to open for each name.

Column Meaning
Appears in The main document(s) in this set where the name appears (version numbers and dates omitted). "N more" indicates the total number of documents in which the same name appears
Position confirmed Every title is given with an "as of [year/month]" stamp. Where no as-of date is given, this index does not state a title
Access confirmed Whether the organization's URL could actually be retrieved at the time this index was compiled (2026-08-26)

Symbols used for "Access confirmed" (used in the organization tables)

Symbol Meaning
✅ Body text retrieval directly confirmed via retrieval
△ Direct access returns 403 / a certificate error. Body text retrieval confirmed by using an alternate route
⛔C An automated-access screening-style bot-check screen is returned and the body text was not retrieved (the URL itself was confirmed to exist)
⛔規律 (rule-blocked) the site's automated-access policy explicitly Disallows automated collection by name and declares ai-train=no, so this document set makes no attempt to retrieve it (DENR / EMB / NSWMC / DOTr). The URL is a reference value based on how it is cited in other documents
─ 注 Not retrieved. The URL is a reference value based on how it is cited in secondary sources = primary source not yet reached (as of 2026-08-26)

注 ⛔C does not mean "the site is dead." It normally displays fine in an ordinary browser — only automated retrieval is being blocked. Before writing in a Japanese-language article that "the official site has disappeared," always check with an actual browser first.

注 This index is a list of positions/titles, not an assessment of the individuals. For career history, evaluations, or the details of ongoing disputes, consult the relevant field-specific materials.

The remaining posts are 注primary source not yet reached (as of 2026-08-26), so re-check the latest PCO/PIA release before citing any cabinet member's name.

Department Name (original) Katakana Took office Status Appears in
Executive Secretary Ralph Recto ラルフ・レクト 17 November 2025 ad interim "Directory of Key Figures — Politics," "Corruption and Governance," "Semiconductor and Electronics Industry," and 6 documents in total

Budget and Management (DBM) Kim Robert de Leon キム・ロバート・デレオン 17 November 2025 (注this document set's "Directory of Key Figures — Politics" states 19 May 2026, a discrepancy) ad interim "Directory of Key Figures — Politics"

Trade and Industry (DTI) Cristina Aldeguer-Roque クリスティーナ・アルデゲル=ロケ 2 August 2024 (注this document set states 3 August) confirmed "Directory of Key Figures — Politics"
Labor and Employment (DOLE) Francis Tolentino フランシス・トレンティーノ 25 May 2026 acting 注Not yet recorded in this document set's directory of key figures. Took office upon the resignation of predecessor Bienvenido Laguesma (Rappler / Inquirer / Philstar, 25–26 May 2026). The surname "Tolentino" appears in "Minimum Wage and Labor," "The Military, Police, and Security Apparatus," and 5 other documents, but in a different context
Health (DOH) Edwin M. Mercado エドウィン・メルカド Appointment announced 10 August 2026, confirmed by the oath-taking on 11 August. (Resolved in the 2026-08-26 source-hygiene pass, which had previously carried both dates side by side. "13 July 2026" was in fact predecessor Pujalte's start date, not Mercado's. Source: Malacañang PCO/PIA, "President Marcos appoints Edwin Mercado as new DOH Secretary; Beverly Ho named PhilHealth president"; PNA, "Mercado sworn in as new DOH chief; Ho named PhilHealth head") ad interim 注Not yet recorded in this document set. Predecessor Jose "Brix" Pujalte Jr. (13 July – 10 August 2026, resigned after less than a month), and before him Ted Herbosa (5 June 2023 – 13 July 2026). Mercado himself was PhilHealth president immediately prior. His PhilHealth successor is Beverly Ho (PNA, 11 August 2026). Wikipedia's "13 July" date matches Herbosa's departure / Pujalte's start date, so it is quite possibly a case of Pujalte's brief tenure being dropped — but as of 2026-08-26 this cannot be confirmed either way. Rather than deleting one account or the other, the safe approach when writing an article is to state only "the Health Secretary as of August 2026 is Edwin Mercado," without specifying a start date (注 flagged in the 2026-08-26 verification)
Energy (DOE) Sharon Garin シャロン・ガリン 23 May 2025 (formalized 10 July) confirmed "Directory of Key Figures — Politics," "Oil, Natural Gas, and Undersea Resources," "Geothermal and Subsurface Renewable Resources"
Environment and Natural Resources (DENR) Juan Miguel T. Cuna ファン・ミゲル・クナ Appointment announced 27 February 2026, sworn in / handover 6 March (Resolved in the 2026-08-26 source-hygiene pass = both dates were correct but referred to different events. Source: Malacañang PCO, "PBBM appoints Juan Miguel Cuna as DENR's Acting Secretary"; same, "PBBM administers oath of office to DENR Acting Secretary Cuna"; PIA; PNA. denr.gov.ph itself was never accessed at all, per the rule-block noted above) acting "Directory of Key Figures — Politics," "Environment and Biodiversity"
Transportation (DOTr) Giovanni Z. Lopez ジョバンニ・ロペス 1 September 2025 acting "Transport Administration, Railways, and Airport Planning," "Directory of Key Figures — Politics"
Public Works and Highways (DPWH) Vince Dizon ビンス・ディソン 1 September 2025 ad interim "Directory of Key Figures — Politics," "The Construction Industry," "Transport Infrastructure in Detail," "Slums, Housing, and Urban Issues," and 7 documents in total

Education (DepEd) Sonny Angara ソニー・アンガラ 19 July 2024 confirmed "Directory of Key Figures — Politics," "The Education System," and 4 documents in total
Tourism (DOT) Dita Angara-Mathay ディタ・アンガラ=マタイ 10 April 2026 ad interim 注This document set's "Tourism Industry," "World Heritage and Tourism Resources," and "Festivals and Annual Events" articles list predecessor Christina Garcia Frasco as the incumbent, which is out of date as of August 2026. Sources replaced with primary material (2026-08-26): Malacañang PCO/PIA, "President Marcos appoints Dita Angara-Mathay as Secretary of the Department of Tourism" (announced 2026-04-10); PNA, "PBBM appoints new Tourism chief"; Inquirer; Rappler. Her full name is Ma. Bernardita "Dita" Angara-Mathay (previously Commercial Counsellor at the Philippine Trade and Investment Center in Tokyo). Frasco moved to become a presidential adviser on 2026-03-18, and from that date Undersecretary Verna Buensuceso served as officer-in-charge of DOT

Science and Technology (DOST) Renato Solidum Jr. レナート・ソリダム・ジュニア 22 July 2022 confirmed 注Not recorded as a name (former director of PHIVOLCS)
Information and Communications Technology (DICT) Henry Aguda ヘンリー・アグダ 20 March 2025 confirmed 注Not recorded as a name
Social Welfare and Development (DSWD) Rex Gatchalian レックス・ガチャリアン 31 January 2023 confirmed 注Not recorded as a name. He is the younger brother of Senate President Sherwin Gatchalian, but note that they are two different people
Cabinet Secretary Benhur Abalos ベンフール・アバロス 8 July 2026 ─ 注Entirely absent from this document set. Formerly DILG Secretary. President Marcos revived the Cabinet Secretary post — which he had once abolished — and appointed him to it (PNA/Rappler/Philstar/Manila Bulletin, all 8–10 July 2026). This is a separate post from "Executive Secretary" (held by Recto), and translating both as "chief cabinet secretary"-equivalent terms in Japanese risks conflating them

注 This document set's cabinet listing is out of date as of August 2026 in at least three places (DOLE, DOH, DOT). Any article citing a cabinet member's name must first confirm the appointment/oath-taking release by date from Malacañang PCO (pco.gov.ph), PIA (pia.gov.ph), or PNA (pna.gov.ph). (In the 2026-08-26 source-hygiene pass, the verification source was changed from Wikipedia to primary sources.)

2. People index: the legislative branch (as of August 2026)

2-1. The Senate (24 seats, at-large nationwide)

Name (original) Katakana Position (as of) Appears in
Sherwin Gatchalian シャーウィン・ガチャリアン Senate President (from 17 June 2026; acted in the role as President pro tempore from 3 June). Source replaced with primary material in the 2026-08-26 pass: PNA, "Gatchalian formally elected as Senate President"; PNA, "Gatchalian elected acting Senate president"; Inquirer, "Gatchalian is new Senate president"; Philstar; the Commission on Appointments' official release, comappt.gov.ph. Elected unanimously by a new 13-member majority bloc, with Vicente Sotto III as President Pro Tempore and Juan Miguel Zubiri as Majority Leader. Predecessor: Alan Peter Cayetano. 注The claim that he is the "34th" Senate President could not be corroborated in primary sources and has been withdrawn (none of PNA, Inquirer, or Philstar state an ordinal number) "Directory of Key Figures — Politics," "Slums, Housing, and Urban Issues," and 5 documents in total
Vicente "Tito" Sotto III ビセンテ・ソット3世 Former Senate President (8 September 2025 – 11 May 2026) → President Pro Tempore "Directory of Key Figures — Politics," "History of Philippine Cinema," and 5 documents in total
Alan Peter Cayetano アラン・ピーター・カエタノ Former Senate President (11 May – 17 June 2026, roughly one month in office) → Minority Leader "Directory of Key Figures — Politics" and 4 documents in total
Francis "Chiz" Escudero フランシス・エスクデロ Former Senate President (20 May 2024 – 8 September 2025) / Presiding officer of Sara Duterte's impeachment trial (elected 12–8 on 6 July 2026) "Directory of Key Figures — Politics," "The Judicial System and Legal Framework," and 12 documents in total
Jinggoy Estrada ジンゴイ・エストラーダ Senator. Arrested and detained for plunder on 1 June 2026 (alleged kickbacks of roughly ₱573 million) "Directory of Key Figures — Politics," "Corruption and Governance," "The Judicial System and Legal Framework," and 13 documents in total
Rodante Marcoleta ロダンテ・マルコレータ Senator. Arrested and detained for plunder on 6 July 2026 "Directory of Key Figures — Politics," "Corruption and Governance," "The Electoral System"
Ronald "Bato" dela Rosa ロナルド・デラロサ Senator. Subject of an ICC arrest warrant (issued 6 November 2025); currently a fugitive "Directory of Key Figures — Politics," "The Military, Police, and Security Apparatus," and 6 documents in total
Christopher "Bong" Go ボン・ゴー Senator. Won 27.1 million votes in the 2025 election — the most votes ever recorded in a Philippine Senate election (a domestic record, not a world record) "Directory of Key Figures — Politics," "The Military, Police, and Security Apparatus," and 4 documents in total
Risa Hontiveros リサ・オンティベロス Senator (Akbayan). "Considering" a run for president in 2028 "Directory of Key Figures — Politics," "Basic Materials — Politics"
Bam Aquino バム・アキノ Senator (finished 2nd in 2025 with roughly 21 million votes) "Directory of Key Figures — Politics," "Basic Materials — Politics"
Imee Marcos イメー・マルコス Senator / Deputy Minority Leader (from 29 July 2026). The President's elder sister, though politically at odds with him "Directory of Key Figures — Politics," "Local Politics and Political Dynasties"

2-2. The House of Representatives (20th Congress, 318 seats = 254 district + 64 party-list)

Name Katakana Position (as of) Appears in
Faustino "Bojie" Dy III ファウスティノ・ディ3世 Speaker of the House (from 17 September 2025). Source replaced with primary material in the 2026-08-26 pass: PNA, "Isabela lawmaker Faustino Dy III is new House Speaker"; Malacañang PCO, "Palace welcomes new House Speaker Faustino Dy III, thanks former Speaker Romualdez"; Inquirer; Philstar; Rappler. Elected with 253 votes in favor, 28 abstentions, 0 against; represents Isabela's 6th district. 注The claim that he is the "29th" Speaker coexists in secondary sources alongside a separate numbering series (28th = Cayetano), and the two do not reconcile, so the ordinal is not stated (the House's own official site, congress.gov.ph, also does not list an ordinal for the Speaker; confirmed 2026-08-26) "Directory of Key Figures — Politics," "Local Politics and Political Dynasties"
Ferdinand Alexander "Sandro" Marcos サンドロ・マルコス Majority Leader (from 28 July 2025). The President's eldest son "Directory of Key Figures — Politics"
Marcelino Libanan マルセリーノ・リバナン Minority Leader (from 25 July 2022, 4Ps party-list) "Directory of Key Figures — Politics"
Martin Romualdez マーティン・ロムアルデス Former Speaker of the House (July 2022 – resigned 17 September 2025). 注Do not cite his ordinal number as Speaker (upgraded to a 注 flag in the second-round verification of 2026-08-26): within a single secondary-source page there co-exist ① a reading in which "Romualdez = 27th / Dy III = 29th" and ② a separate series reading "26th Alvarez → 27th Arroyo → 28th Cayetano," and Velasco's (2020–22) ordinal is also unknown, so the running numbers do not reconcile. When an ordinal is needed, confirm it against the House's own official list of past Speakers at congress.gov.ph. Plunder prosecution proceedings related to the flood-control-project corruption scandal are ongoing against him. 注As of 20 August 2026 he was seeking to have the charges dismissed, so do not state as settled fact that he has been "indicted" "Directory of Key Figures — Politics," "Corruption and Governance," "History of Broadcasting and Media," "Business Conglomerates," and 11 documents in total
Gloria Macapagal Arroyo グロリア・マカパガル=アロヨ Former President (2001–2010); Representative for Pampanga's 2nd district (from 2022) "Directory of Key Figures — Politics," "Timeline — General Chronology," "General History," and 11 documents in total
Elizaldy "Zaldy" Co ザルディ・コー Former Chair of the House Appropriations Committee (July 2022 – January 2025). Resigned 29 September 2025 and is currently a fugitive "Directory of Key Figures — Politics"

注 Turncoatism — lawmakers shifting to the ruling party after an election — is standard practice in the Philippine House. Party seat counts cannot be used to predict policy.

7-1. Major historical figures (see the history materials for detail)

Name Katakana Appears in
José Rizal ホセ・リサール 16 documents in total, chiefly "Philippine Literature and José Rizal" (the surname "Rizal" alone yields 41 hits since it is spelled identically to the province name; 注always determine whether it is a person or a place)
Andrés Bonifacio アンドレス・ボニファシオ "The Spanish Colonial Period," "General History," and 17 documents in total (注easily confused with Bonifacio Global City)
Emilio Aguinaldo エミリオ・アギナルド "The Spanish Colonial Period," "The American Colonial Period," and 7 documents in total
Manuel L. Quezon マニュエル・ケソン "The American Colonial Period" and others (注the 61 hits on "Quezon" are mostly the city or province of that name)
Ramon Magsaysay ラモン・マグサイサイ "The Military, Police, and Security Apparatus," "General History," and 13 documents in total
Corazon Aquino コラソン・アキノ "The Martial Law Era," "General History," and 8 documents in total

Marcelo H. del Pilar / Mariano Ponce / Apolinario Mabini デル・ピラール/ポンセ/マビニ "The Spanish Colonial Period," "Philippine Literature and José Rizal"

注 Searching by surname alone is extremely risky. Rizal / Quezon / Bonifacio / Magsaysay / Recto / Ayala / Aquino are all widely used as province, city, road, airport, and company names. When mechanically consulting the index, always check the surrounding context.

注 PNA (Philippine News Agency) is not confused with anything else in a different context, but PNP and PNA, and PIA and PIDS, are frequently mixed up in Japanese-language articles.

注 Verification of 2026-08-26: some agencies' Japanese translations differ between this index and "Glossary — Japanese/English Comparison." The unified translation authority is "Glossary — Japanese/English Comparison," and this index's renderings should be treated as "commonly used alternative translations" (neither is deleted; both are kept side by side).

(Note: the original Japanese source documents this discrepancy in terms of two competing Japanese-language renderings of each agency's name; the English forms above are standard in both cases. The point being flagged for readers of the Japanese-language materials is which Japanese term to use — retained here for reference.)

注 The abbreviation "PRC" collides across three different meanings: in this index, PRA = Philippine Retirement Authority; in the legal-citations table, the "PRC" inside "RA 10072" = Philippine Red Cross; while in "Glossary — Japanese/English Comparison," PRC = Professional Regulation Commission. The same three letters denote three different organizations — always spell out the original English name alongside the abbreviation (added following the 2026-08-26 verification).

1 The Tourism Secretary has changed from Christina Garcia Frasco to Dita Angara-Mathay (10 April 2026, ad interim) "Tourism Industry," "World Heritage and Tourism Resources," "Festivals and Annual Events"
2 The Health Secretary changed twice in two months: from Ted Herbosa to Jose Pujalte Jr. (13 July 2026) to Edwin Mercado (10 August 2026) "Medical Care and Health," "Public Health and Infectious Disease"
3 The Labor and Employment Secretary changed from Bienvenido Laguesma to Francis Tolentino (25 May 2026, acting) "Labor Law in Practice," "Minimum Wage and Labor"
4 The Cabinet Secretary post was revived, with Benhur Abalos taking office (8 July 2026). This is a separate post from Executive Secretary (Recto) "Directory of Key Figures — Politics"
5 Former DPWH Secretary Manuel Bonoan has become a subject in the flood-control-project corruption case; as of 13 August 2026 he was reported to have invoked his right against self-incrimination (Cebu Daily News) "The Construction Industry," "Corruption and Governance"
~~6~~ ✅resolved Resolved in the 2026-08-26 source-hygiene pass: DBM Secretary Kim Robert de Leon's appointment paper was signed on 2026-05-18, and he took his oath on 2026-05-19. "17 November 2025" was actually Finance Secretary Frederick Go's appointment date and had nothing to do with DBM (Source: Malacañang PCO/PIA, "President Marcos appoints Kim Robert De Leon as new DBM Secretary"; DBM's own site, dbm.gov.ph; PNA) "Directory of Key Figures — Politics"
~~7~~ ✅resolved Resolved in the 2026-08-26 source-hygiene pass: both dates were correct but referred to different events. DENR Secretary Cuna's appointment was announced 2026-02-27, with the oath-taking/handover on 2026-03-06 (Source: Malacañang PCO/PIA/PNA. denr.gov.ph was never accessed, per the rule-block) "Directory of Key Figures — Politics," "Environmental Administration and the ECC System"
8 Alex Eala was ranked WTA 18th as of 24 August 2026. When writing "ranked Nth in the world," always add the date "Sports, Music, and Popular Culture"
9 The BARMM Parliament election is on 14 September 2026. Proclamation 1395 has already designated the date a special non-working day. The results will be known roughly three weeks after this index was compiled "Mindanao Region," "Geography and Administrative Divisions," "The Electoral System"
10 Chief Justice Gesmundo retires on 6 November 2026. A successor was undetermined as of 26 August 2026 "The Judicial System and Legal Framework"
11 The CBCP presidency had gone unrecorded in both this index and this document set. The incumbent is Gilbert Armea Garcera (Archbishop of Lipa, from December 2025), Vice President Julius Tonel. Any article naming predecessor Pablo Virgilio David as the current president is out of date (added following 2026-08-26 verification) "Religion and Politics," "Civil Society and NGOs"
~~12~~ ✅resolved Resolved in the 2026-08-26 source-hygiene pass: Health Secretary Mercado's appointment was announced 2026-08-10, with the oath-taking on 2026-08-11. "13 July 2026" was actually predecessor Jose "Brix" Pujalte Jr.'s start date (28 days in office — the shortest on record), not Mercado's (Source: Malacañang PCO/PIA/PNA) "Medical Care and Health," "Public Health and Infectious Disease"
13 This index and "Glossary — Japanese/English Comparison" disagree on the Japanese rendering of 13 agency names (DOJ, DILG, COA, PIA, NDRRMC, NSWMC, NGCP, NHCP, NCIP, PAGASA, BARMM, JBC, ICI). The glossary is the authority for the unified translation (see the comparison table at the end of Section 8) All documents

15. Notes on use (注 summary)

  1. 注 Always give titles with an as-of date. Between 2025 and 2026 the Philippines has had four different Senate Presidents, three different Health Secretaries, and three different PNP Chiefs. A title without an as-of date is, in effect, potentially wrong.
  2. 注 Do not lump "acting," "ad interim," and "OIC" together as simply "the Secretary." Before confirmation by the Commission on Appointments, none of these is formal, and turnover is common.
  3. 注 The same surnames recur constantly. Marcos, Duterte, Villar, Cayetano, Revilla, Remulla, Estrada-Ejercito, Dy, Arroyo, and Gatchalian each currently have multiple people holding public office simultaneously. Without a given name plus a district or department, you may be naming the wrong person.
  4. 注 Abbreviation collisions. GMA (broadcaster / former president), ICC (International Criminal Court / Independent Commission for Infrastructure), PCA (Permanent Court of Arbitration / Coconut Authority), and NPC (National Privacy Commission / a political party / National Power Corporation) all genuinely coexist within this document set.
  5. 注 State the indicator whenever you write "ranked Nth in the world." The "records" that this document set has been able to substantiate are: ① Bong Go's 27.1 million votes = the most votes ever won in a Philippine Senate election (a domestic record); ② Rodrigo Duterte = the first Asian former head of state to appear before the ICC; ③ Sara Duterte = the first Philippine official impeached twice; ④ Alex Eala = the first Filipino to win a WTA title / the first Filipino to reach the fourth round of a Grand Slam in the Open Era. Everything else should be treated as unconfirmed.
  6. 注 Do not mix estimates with confirmed figures. Forbes' net-worth figures are estimates; PSA statistics are either final or preliminary figures; industry-association claims are simply claims.
  7. 注 For the rule-blocked domains (DENR / EMB / NSWMC / DOTr), this document set makes no attempt at automated retrieval. No alternate route workarounds either. If needed, a human should verify manually with a browser.
